1. Introduction
Domestic manufacturers or importers can apply assessment conformity to Registered Conformity Assessment bodies, and foreign manufacturers can apply assessment equivalent to conformity assessment.
The Electrical Appliance and Material Safety Act (Act No. 234 of 1961, hereinafter referred as “the act”) requires that manufacturers or importers of Electrical Appliances have the obligation of Notification of Business, confirmation of compliance with Technical Requirements and Self-inspection, and they shall affix PSE mark to Electrical Appliance for sales under the Act. And if the Electrical Appliances (manufactured or imported) are specified Electrical Appliances and Materials in Article 2 of the act, they must be subjected to conformity assessments by Registered Conformity Assessment bodies.
JECTEC will conduct conformity assessments (or equivalent of the conformity assessment) on the specified Electrical Appliances and Materials as Registered Conformity Assessment bodies based on the act.
Fulfill the following obligations.
(1)Comply with the requirements for conformity assessment and provide all information necessary for evaluation;
(2)After certificate is issued, Comply with the requirements of the act for marking on its products, such as the use of conformity mark.
(3)After certificate is issued, Does not indicate PSE mark on a product without valid certificate, because the certificate regarding conformity assessment is valid solely for the type classification indicated on it.

This guide is a document that explains procedures and key points for application for conformity assessments on the specified Electrical Appliances and Materials conducted by JECTEC.

2. Method of Conformity assessment on the Specified Electrical Appliances and Materials
Conformity assessment is required per classification by Katashiki (product type) and type 1 assessment or type 2 assessment shall be conducted as specified in article 9, paragraph 1.
Type 1 is not conducted in JECTEC.

3. Lead Time
JECTEC will complete conformity assessment about three months from application to issuance of certificate. But it changes by location of factory, volume of Katashiki (product type), etc.
4. Name of Specified Electrical Appliances and Materials that are eligible for conformity assessment
Name of Specified Electrical Appliances and Materials that JECTEC can conduct conformity assessment are as below.

5. Necessary documents for the application
For conducting the above type 2 assessments, it is needed to apply for any of them with specified documents that are filled with the necessary information. The specified documents are as below. Please download them from JECTEC website and fill in them with necessary information. The conformity assessment is conducted per classification by Katashiki (product type), so if the conformity assessment for more than 2 specified Electrical Appliances and Materials with different classification by Katashiki (product type) are needed, please send necessary documents per classification by Katashiki (product type) of the specified Electrical Appliance and Materials to us.

6. Testing for samples
For Conformity assessment, you need send JECTEC test samples as below.

7. Handling fee for Conformity Assessment

8. Certificate
After verification of result of testing, determination of certification will be done. If it is judged pass, JECTEC issue the certificate.
If any non-conformity occurs in conformity assessment, we will inform you the failed points by “Report of result of inspection”. If you expect us to continue to conduct the inspection, please send us improved sample and let us know the contents for improvement (please fill in them to the specified form that is enclosed with the report) within 40 days from issue of the report. If we no response from you within 40 days or the notice of requesting improvement exceeds 2 times, we cannot continue the testing, and the application is completed as failed.
If any non-conformity occurs in conformity assessment, we will inform you the failed points by “Report of result of inspection”. 9. Marking
Items to be included in Marking for Specified Electrical Appliances and Materials and for Non-Specified Electrical Appliances and Materials differ (refer to the table below). For Specified Electrical Appliances and Materials, (i) the mark , (ii) the name of the registered conformity assessment body(JECTEC or JCT), and (iii) the name of the notifying supplier must be put on marking. For Non-Specified Electrical Appliances and Materials, (i) the mark and (ii) the name of the notifying supplier must be put on marking.
In addition, it is required to display (iv) items specified in Technical Requirements and theInterpretation of Technical Standard in the Ministerial Ordinance.
10. Others
If you have following modifications in your certificate, etc, please apply for issuance of additional certificate.
(1) Case of issuance of additional certificate:
- If you intend to change the name and address of applicants in the certificate, etc. (the change of address covers change of notation and movement)
- If you intend to change the name and address of the factory in the certificate, etc. (only for change of notation without movement)
(2) Case of issuance of additional certificate after confirming the inspection facilities (testing facilities)
- If you intend to move the factory listed in certificate, etc,
- If you intend to add a new factory that belongs to the corporate body same as the applicant to the certificate, etc.
11. Issuance of copy of certificate (official copy)
Conformity assessment on the Specified Electrical Appliances and Materials is not required to be conducted if you have retained “Copy of certificate (official copy)” as Equivalent of the certificate that is within valid period.
In case of importing specified Electrical Appliances and Materials that are produced by a foreign manufacturer:
A foreign manufacturer that received certificate from JECTEC should apply to issue “copy of certificate (official copy)” to JECTEC based on the act.
In case of re-importing specified Electrical Appliances and Materials produced and imported by a domestic manufacturer:

A domestic manufacturer that received certificate from JECTEC should apply to issue “official copy of certificate” to JECTEC based on the act.

12. Non-disclosure of confidential information
JECTEC shall maintain the confidentiality of confidential information known to us in the course of conformity assessment and JECTEC shall not disclose the information except for case it is required to disclose the information according to the relevant legislation.
